Background Information

Objectives of the Revision are to incorporate the result of the gap analysis of the Safety Standards based on the feedback from the Fukushima Daiichi NPP Accident.

Revision is to include following topics:

1) Strengthening accident management;
2) Protection against internal and external hazards. Design of a spent fuel storage facility should
    provide for an adequate margin to withstand internal or external hazards exceeding those
    to be considered for the design;
3) Practical elimination of accidents leading to early or large releases.

The revision is not expected to affect current structure and most of the current text of the published Safety Guide SSG-15.

Current SSG-15 covers SNF storage facilities that may be either collocated with other nuclear facilities (such as a nuclear power plant, research reactor or reprocessing plant) or located on their own sites. This document’s scope will not be affected by this revision
The contents of the proposed new or modified paragraphs will be mainly based on the lessons learned from the Fukushima Daiichi NPP Accident.
